In general I typically care about everyone even if it is just a basic I care for you as a friend and don't want anything bad to happen to you.
As far as romantic feelings, if I know for whatever reason that I don't see long-term potential then it's easy for me to logically reason that and it keeps me from getting emotionally attached. (This could be something they said, did, values, work ethic, goals, etc.)
Do I communicate with fwb, short answer, yes. It will typically be a lot less of me initiating and a lot of me just responding.
