Depending on the degrees also, you could have thoughts about this world, what you think about your place or role in the world, or your views about relationships - could all be very Neptune-like.

plus..how you act or face new or social or unfamiliar situations /people is pisces-like =)

I have ascendant in Capricorn and Neptune in Capricorn. I meant my Neptune actual planet is 12 house

Then, its not in your 1st house.

But yes, it is the most sensitive and most.... Piscean placement to have in one's chart. Neptune in 12th.

That is why you feel more like Pisces than a Scorpio.

hmm ..sensitivities (good/bad) are heightened with Neptune in 12..

And no..not Neptune rising.

Ascendant(rising) is the first house.

Your Neptune is in 12th house.

Yes but both my Neptune and rising sign are in Capricorn. Doesn't that make it conjunct?

They are in same sign, but Neptune is not in 12th house.

there are differences between houses.

each house represents an area of activity in your life

I'm naturally drawn to Neptune Capricorn in first, although I would never say they strike me as piscean.
