Do leo's take their time in asking someone out?

I work with this leo guy who's pretty flirty and outgoing. I never paid any mind to him because that's just his personality and it goes with the job title. Lately, though, I feel like it's escalated into special treatment. Here's some examples: he hangs around me a lot more often than he used to/needs to, watches me when I'm "not looking", he's always really smiley and excited to see me, gives me lots of compliments (you're really nice, you're lovely, you're an amazing worker...), more innocent touching (like holding my hands when I hand him something or giving me lingering high fives), when there's other people around he gets really loud and show-offy but when it's just the two of us he talks kinda quietly and won't look me in the eyes. I called him on the phone once to ask him a work question and he was talking fast and seemed nervous and rambling.

I think he knows I'm interested in him because I don't really talk to him as much as I talk to other co workers. I kinda just go silent lol. I assumed he was just fishing for my attention but I'm usually partnered with another guy and he never compliments his work and is always giving him critiques, which makes me wonder. Should I just leave things as they are and wait for him to ask me out (if that's his case), or should I be more aggressive with my interest?

I'm not really concerned about the fact that we work together, because I only see him a few times a week, and there's a lot of available jobs in my field (even though my work has no policy.)

To answer the thread title, in my experience Leo men move pretty quickly when they like you and decide they want you. This is a fire sign remember. If he likes you, he'll let you know that beyond a doubt. If you're okay with the messiness of a workplace romance, just let stuff happen. He'll make a move if he really wants you. I'm pretty sure.

Just sublet hints depending on how observant he is. He's maybe trying to avoid a sticky situation cause it's work and doesn't want a sexual harassment case.
