Is this a libra male thing?

So I met this guy off tinder last month.
He is a older libra, (Oct 15) I am a Scorp (Nov 6.)
He is significantly older than me. (16 year difference) The age doesn't bother us we both agree age is relative plus I am 21 and independent completely.
Now meeting off Tinder, we all pretty much know what most people are on there for.
This guy has never been married, no children, but wants them and got out of a long relationship a year ago. We have hung out twice. There was a gap in between the first time we met (a restaurant) and the second time we hungout which was at his place.
Has no roommates.
We did kiss on the first date.
We are both into eachother.
Much in common. Blah blah blah.
The attraction is there.
Nothing happened though? It was clear that he's attracted to me and I to him. We didn't even kiss. Just hungout casually and it was Valentine's Day! He texted me today asking if I enjoyed myself, when I said yes he said good and that we will do it again next week.
I haven't expressed wanting to wait to have sex or prudish behavior. If anything I have been a bit forward with him and ontop of all that we met on tinder, I'm not trying to brag either but I am good looking have a nice body and I make him laugh a lot, our sense of humor is alike. I'm not sure what he's waiting for? Is he waiting for me to make the moves on him? Also I've never been involved with anyone as hold as he is so I'm not sure if waiting is just a thing that older guys are used to. I'm not opposed to a relationship but this behavior is unexpected for someone I met off Tinder and to be honest I want to sleep with him. Can anyone give me pointers?
