WHO SHOULD INITIATE CONTACT FIRST NOW ? ME OR HIM

Hello dear all ! I am new on this website . I read a lot of stories about Libra men and I read also that they likes the woman be herself. I am little confuse now, what should I do ? What I feel ? I met a Libra man some time ago , we met up once, it turned me off because he was doing a thing that I didn't like. After this, I initiated contact with him and everything was nice, he turned on to me , we met the second time, everything was nice again , but again except one thing : face to face he promises we will meet next day too and also further, but he changed his mind second day and did not gaves any sign to me until evening when he said his work is very busy and he feels so sorry for this . I replied to him little angry and told him, ok if for you want me only for sex, you will lose me and you will be sorry. After this, he said nothing more. And now if he will start again to talk to me, he will say: "You hurted me " because I said he wants me only for sex . I am sure he will find in this that he is the victime. First time he also said this words, even was not my fault in what he done then.
Well, the same now as the first time, he likes everything to me, he always said I am so sexy, beautiful, expressed his all feelings and it seems to me to be very directly and sincere. I cannot understand why every time he is scared and turn off ? Someone told me he may likes me too much and he is not ready yet to settl down in some way and is indecisive, someone told me he need time to think more. I am confuse. Now what should I do ? If I initiate again contact first,that wil work with him ? I know they likes women who take initiatives, but in the same time I am little afraid to try this second time .

Tiziani, thank you for your reply, yes, you are right ! I tried to talk with him anything, but he don't communicate . If I want opne a subject to talk ( before I mean), if he not likes to talk about that, he say " I am going back to work, I have to go now" and promise something like last time " See you tomorrow and we go out together" or something. He is very somplcated I feel. I am very open to talk anything , but he is not like this even I read about Libras that they like talk anything and they are open to talk...

Last time was working and he was turned on very happy , but he is not able to acting, I don't know why .He likes if I do the action first. And my ex bf was the same, even he was a Capricorn and between us was many misunderstanding , not as now with the Libra, it was more bad because of him, not because of me ( I mean his time, his work and many other aspects that turned off the relationship) and he always was waiting for me to acting, he likes strong woman and I am this kind . i still find it to be a strange coincidence that "kareena" happens to use the same phrases as Aylin did, such as- "uneducated replies". Sounds like someone is bored & decided to trawl.

Thanks a lot Tiziani ! And I am glad to see that you are more near my thinking here. I also think now that he should acting now and not only waiting for me to confirm that I "hurted" him in that conversation.. I will not do it, because I am the one who feel hurt now . I agree with you, if a man wants a relationship , he would make time for other things too, not only for sex. So this was the point why I told him he wants me only for sex in that conversation because for this thing he has time and insisted to come to see me in that night ( because it was really night, about 11pm) , even I told him, I am tired and we should meet tomorrow (next day) but he insisted and as you know Libra has a "play word" very well made and cannot refuse him.
