DNA Tests

So my maternal cousin (note maternal is very important here since it's my maternal great grandmother who is said to have Spanish descent) just had DNA tests. He got 1% European.

If you see him in person, he doesn't seem to have even the slightest Caucasian looks but his hair is thick black and his eyebrows also.

I have a few questions:

1. Do DNA tests accurately reflect how a person looks like? For example, if he is part European, would that easily translate to a substantial percentage of being a European?

2. Now, what if the person looks a little bit European but the results yielded 0% European or even any kind of Caucasian (this includes South Asian and Northern African), is that possible?

3. Will full-blood siblings yield identical results considering they have the same parents? Or would they yield different results depending on the genes that were passed on to them?
