I didn't think there was a fine line there.. two completely different things.

In being friendly you don't care or aren't effected by the attention you receive from another.. In being needy you require it and obsess about it.

I guess that line exists when you are in "get to know you more" phase...anything you say or do can be considered as a friendly gesture or it can give " i need attention" vibes

But once you know them,this line vanishes...coz we know them well,their intention,their potential imo
