A man came up to me and asked me to buy him food. He was with his baby momma and kid. He said his car got towed and it’s how he was able to live?
I told him I didn’t have money and I have to get to class.

I don't think there's any right answer to any of life's tough questions, but I wouldn't have bought them food either, especially if you got weird vibes.
I can imagine if there are a lot of students in the area, they can get taken advantage of if they are new in a city or something, or if they don't want to look like an asshole in front of their friends.
I've seen this mostly with large concentrations of people that are generally "young adults"
feeding someone in need for one meal, yourself, isn't going to solve the larger problem. if they don't have the means to continue to take care of themselves then it might help, but it's not inherently a permanent solution....
i'm not saying that buying a meal for someone in need is a waste though, because you might just be a sign of hope to that person. Who knows, you might even be able to point them in the right direction.
I usually just look angry and walk intently so people don't tend to bother me.

People no longer care about others. I remember when my then husband was deployed to Afghanistan. I was 9 months pregnant, in a grocery store parking lot during a snowstorm.... My car battery died... NOT ONE PERSON WOULD HELP ME just jump start my car. I got that it was snowing hard.... but never in my life would I have not helped.
I would buy people food if I felt safe to proceed with them.

If you have pan handlers at every street corner, off every exit, everywhere in your town, for a few years now and it's just getting worse, this shit gets old fast. I get that people need help every once in awhile. Go to the welfare office, if you have zero money or food, they would expedite food stamps for you and your family immediately. There are also food pantries open every single day in most cities.
....at least in the states.
Other countries, I have a bit more compassion.
However, in the US there are always food pantries, food stamps, shelters and assistance of some sort.
Because of this availabiltiy...I often think the kindness will lead to some scam.
I buy one anytime I'm on that side of the road.
I will not give money to the men at the intersections with signs saying they have families, are homeless and need money.
.....or anyone who approaches me on the street, in parking lots or gas stations.
