Do not give flowers no...
Just no.
Flowers will die quickly and they're expensive too..
Buy something he can use permanently perhaps..
Tons of gadgets, clothing items, household items around nowadays...
Give him so some seeds, potting soil and a pot and let him grow something. I betting that he'll like that very much.
Maybe find his favorite plant..and add something else he's been needing or wanting...
If you feel like doing it then do it and you'll see the result by yourself. By all means don't ask a bunch of strangers on the internet for their opinion
If you do it, then be assertive, don't offer him the flowers and wait to see him react in a way you'd like, because he'll probably be a bit puzzled. Take the initiative and organize a cool moment where you'll be the leader
You must have some level of intimacy to do it, never do that with a guy that isn't already you bf.

It's a bit complicated.. it's my bf of 6 months, he broke up with me but he talk to me like we never broke up. When I came back in town from holiday he volunteer to pick me up from the airport. We talked and know that we both want to be with each other but he has to sort out his feelings and commitment issues. He bought a self help book right away, I was happy with his initiative and suggested let's just keep dating each other without getting physical before he finishes the book.
We still kiss, go out, PDA but we are not sleepign with each other. Basically nothing has changed except the title.

Giving to another person isn't about you, and what you think is good.
Maybe there is a guy who likes it .... but that is because he likes it, and not because you had a fantasy about it.
I don't a problem with giving flowers .... if that is something he would like.
If you think of flowers because they are the generic Valentine standard ... then you're going to fail wth a Fish, everytime.
You give them a gift that actually means something to them. If you don't know what a person you are with likes .. then don't buy a present, at all.
