How do you deal with hot and cold behavior?

I told him to let me know if he isnt interested since it appears that way and he said that he is very interested in me, he has a lot of shit going on. He wont explain what so I left it at that. Then he got back on his "hot streak". Im paranoid he is going to pull the same shit again but we'll see.
If you don't speak up it's going to keep happening.. If it bothers you, say so. If you play along, then you're just on for the ride. I try to save myself time and heartache by making what I want clear from the get go.. The right person won't play games but the wrong person will make themselves apparent when you lay out your standards.
