If someone has irrational trust issues
4) It may mean as well that they experienced some kind of betrayal in the past
If you mean your partner, you should talk to them
It means they are not ready to be in a close relationship with someone
It means they need professional help and there isn't anything you can do to help them.
Everybody has some level of trust issues because people are shitty and live to disappoint and to be alive is to experience betrayal.
It's up to you to decide how much you can tolerate in a partner. Know your boundaries and always put your own wellbeing first.

1) It's just a stage that this person has to overcome with
2) It means that he/she doesn't genuinely like his/her partner and trying to come up with excuse
3) Both?
