What does it mean when a guy that you've been talking to for a few months now starts staring at your lips while you are talking to him—?

I know that if I look at a persons lips while talking its because I am thinking about where they can put there lips. I think about kissing first I love to kiss and then my mind goes to many other places. Its probably a good thing I guess I say this movie once where this lady was talking and the guy just grabbed her face and rubbed his thumb across her bottom lip. Maybe thats what he want to do
