What does it mean
Uhhh, that usually means just that? 1. Someone likes you, 2. They don't think you like them, or not enough, 3. They're going to try to win your favor/court you. 4. Ends with you two together and you have gained appreciation and feelings for him. At least, that's how it would ideally end for the person who is saying that.

Lol I guess its pretty straight forward
It just seems like there will be some manipulation or game involved
They're either full of themselves or just extremely enthusiastic. Either way they have above average self esteem.

I have barely given him any...I did like his company but after he said that and a few other things im very weary of him
He probably won't give up. Even if you tell him straight up that there will never be anything between you two, he will probably keep trying. Meaning, you'll either have to flip on him or he'll be annoying until he finds someone else. Not sure which one would work on him.
Depending on how he is, he might turn it into a game or manipulation by trying to ruin your plans with other people, etc, so you can hang out with him. But, mainly the issue here is that he will probably just be annoying.

Well, might I just add that this isn't always a bad thing. Just, usually. If you think you can fall for him, go along with him for a little while until you either decide you don't like him or until he shows some manipulative/bad qualities. Just know the the farther you go in, the harder it'll be to get out of. Unless, of course, you talk to him and make yourself very clear (not saying he'll get it or actually listen, though.)

It just sounds like he has quite a bit of an ego. But it also sounds like a line some player/womanizer would use to snag a woman when he wants.
It's not necessarily a bad thing per se, but if a guy was cocky enough to say that to me, I'd be a bit turned off.
"I'm going to MAKE you fall in love with me!" ...really now? What am I, a game to be conquered?? You want to manipulate my feelings why? Forget that noise.
It's just nonsense. I don't take it serious because a month from the time he said it, he goes MIA!
