Well there's nothing wrong with glances at the women. If they see you glancing at them. Just smile or wave in a hi motion. They may speak back to you. I know for me, I can't stare at woman for to long sometimes. I think that's cuz im not comfortable around them yet. So maybe it's the same with you. Try not to stare at them for too long. Only long enough for the see you are interested. I'm sure things will be better than 🙂
I tend to stare. I do this a lot. When I'm caught staring, I usually just give a small smile and look else where. The smile part is important. Let her know you find her beautiful, without cat calling or any of that bull shit. You'll find that many girls will actually approach you this way.
Paranoid about what? Look away if you enjoy eye candy, you might be labelled a creep but chances are the day will pass and everyone goes on about their merry ways.

i am a guy of age 22.whenever i see a girl or a woman i get attracted and tend to look at them..but suddenly i become tentative, paranoid and avert my gaze..this reaction of mine makes people feel that i am weird,strange and arrogant.

Confront whatever insecurity is driving that in you.
Only you know your "story" & can pinpoint the root of that problem/insecurity. Brainstorm & get to the bottom of it
Until then, don't expect anything different of yourself in those situations.
My guess is that you have issues with rejection, confidence & even short/temporary bouts of vulnerability.
