Depends.
If she's married, engaged, or heavily involved that's bad.
If it is a way to brighten her day, especially if you know she's going through some crap, it can be a lovely thing.
Its mainly in the intent.

Flowers are lovely. I once was given a flower by a random guy passing by. It made me smile. Why is the man sending flowers? Are they just-because or is he trying to tell her something? What sort of flowers are they? Flowers have many meanings.

I always thought a woman would think it was creepy for a stranger to send them flowers.

Reason for sending flowers? It's a New Year and I'm thinking of her. There's always a reason for why a man said flowers and I am trying to tell her something.

I know flowers have meaning.

I'll send her tulips and the reason for tulips? Well there's a sci fi show where there's a spaceship called The Tulip. The woman is into sci fi.

I know she's not married or engaged. As for the third. I knew she was single last Friday. However the possiblity of her being with someone right now, is an unknown.

I've known this woman for two years but we don't really know each other that well.
