We have been on and off for a year, I asked him "is his heart with someone else?" because I am tired of going back and fourth and waiting for him to commit. And he said he doesnt love anybody else his heart belongs to him.

I said "So you dont want me to have your heart?"

And he said "Maybe one day you are perfect for it, I know I wouldnt have to worry about anything with you."

He has told me in the past he is not ready to commit and doesnt want to hurt me, but I dont see why if he says he feels that way about me?

because he doesn't want a commitment. Basically, he is inactively playing the field, if he finds something else more enticing he's going to pursue it.

you either accept it or move on. you answered your own question with this post and he was honest with you.

But if you leave, don't just do it to trick him into wanting you, because you will just fall back into the same situation.

He likes you, and he loves you but he's not in love.
