I think you're onto something. I've suspected that this element in my own behavior has held a Scorp's unrelenting interest. I don't know if it's prudishness so much as covetousness. He seems to want what most people can't get.
As a Scorpio women myself I'm gonna say depending on his stages you say he's a older Scorpio he might not be a stinger. Scorpios including me likes to test you. We need to see people's reactions when we don't text back for a couple weeks. He can either be testing you or you were to easy for him and Scorpios get bored easily they need a challenge. But as a Scorpio women if he ever had any connection with you he will hang out with you aging but it won't be right away.
