Scorpio rising is just appearance. Nothing else fancy, only getting intimated of that look and resting-bitch face. You thought they're Scorpio, but you guessed it wrong because it's only your first impression.

Scorpio sun are more influence of their ego plays. Even though they are actual Scorpio, because they are born on those months.
