In my experience, I would say he's trying to tell you he wants to move out of the fwb zone. Trying to find out that it's not just a sex thing from your side too.

My advice is to ask him, what he wants, maybe ask if he's happy with current situation or if he's thought about more than just fwb.

I've recently had a similar situation with an aqua and think I've kinda missed the boat. So if he's giving these signals, he's thought about it a lot already!
