I wonder if Pluto rules Cap(or sag)
I dunno. Pluto is about total transformation, knocking it down so something new can be built. Capricorn is about building. I guess they could have some affinity. They both have pretty focused, determined energy too. I’m not sure it should be a ruler though? I see it as Pluto breaks down, destroys matter. Capricorn makes it.
I’ve been thinking about the new generation lately as well. We’ll probably see transformation in both government/authority and the economy. Honestly, I’m a little worried. Last time Pluto was in Capricorn, we had the American and French revolutions. They were the people that brought on the Industrial Revolution and the beginning the age of global economic imperialism (i.e., company rule in India by the British). Good or bad, whatever these kids do I’m sure it’ll be big and important!

It's possible, although I think there's more of an exalted energy exhibited when it's in Capricorn.
Scorpio rules pluto because this generation is the one that does what pluto always wanted to do. Piercing the veil is literally in this generations DNA either consciously or subconsciously.
The way I see it...
The Scorpio pluto generation is the one that brings all of the hidden things to the forefront; forcing people to stare the truth in the face, and hopefully do something about it.
The Sagittarius pluto generation philosophizes on this newly found information. Traveling with it (literally or figuratively), and making it more known and accepted within society. Making the truth digestible so to speak (similar to a guru/preacher).
The Capricorn pluto generation then uses this information for their benefit. Now that the information is accepted and known within society, the children that grow up within this era feel the need to do something with it, or put it to use in order to alter the reality that they manifest.
