My Cap likes to initiate. He's the shy type, but I'm mostly submissive/passive, so he feels more confident around me.

There are times when I've initiated as well. It made him really uncomfortable at first. He did get turned on, however. Lol.
Haha that's why I love them... my Cap is so shy, but when he is seducing me I even get goosebumps and I love it.

Straightforwardness is key! I like a direct, realistic seduction. Eye contact, physical closeness (but not necessarily being groped or creepily stroked in public, lol,) and actual verbal confirmation that the seducer is seriously interested in me. Basically: no fucking around. Caps also need their privacy, so most of the physical/romantic seduction should be done behind closed doors, after you've made clear your intentions. A well-placed hand on shoulder can go a long way, but nothing inelegant. A Cap needs to be told or obviously showed that you like them to even consider flirting back. Its a pride thing.
