Not normal for me at all. If I'm into someone they get an immediate reply. It might be short if I'm busy at work, or the small talk isn't interesting or something, but they are never ignored. If I don't reply it's because I'm busy and not that interested in you, or just not interested at all.
But, if she wants to meet then maybe she is giving you a chance; thinking maybe it will be better in person.
