Agencies will keep track of who has an interest in the hope of tracking down who's making them. Peter Scully is one who made child porn and snuff films for the deep web, was operating on an international level to make it harder to be caught, but who eventually did get caught. I'm very thankful, after reading this thread, that I don't have a TOR, nor know what it is (or how to get it), and have no desire to access the pits of hell.
