oh yes, that sounds exactly like me. I'm a pisces girl and I become extremilly (almost) hypnotised or transfixed by the other person in this exact scenerio you described when i am near them, and I find this only happens with water signs like myself, 'especially' cancer boys. I wouldn't say its flirting, I'm not a flirt at all although I think ppl can mistake this for flirtying and I can see why. Mostly its just because your eyes turn us to gooey mush and we become uncontrolable even to ourselves lol. I apsolutely hate how this happens as I find it hard to snap out of. I sound insane haha. i'm too shy too flirt, most of the time i shy away alot if i really relaly like some one and feel that connection. i find it extremilly hard at first to let the other person in until i am sure they like me too. this sucks alot. so if it seems she's drawing back and waiting for you to talk first than i'd say she defintely likes you ALOT. she's just being cautious sonot to get hurt. this seems like an opposite reaction from someone who likes you but I promise thats how it is with me and i'm a very pisces girl.

I remember doing that to an Aries Ex I dated for several years. I would sometimes just stare at him and he would always ask "What?" as if something were wrong. I would just say "Nothing, I just like looking at you."

There are a lot of thoughts and emotions that back a stare like that. Its a good thing.

I stare into someones eye's that Im REALLY attracted to with a look like "I can eat you up RIGHT NOW" 😉

.....AND THEN of course, me being a pisces shy's away when approached because of it....:/
I can get seductive without knowing I am sometimes, not physically or anything, more like a mental foreplay. 🙂
