I dated a libra for awhile and i'm a libra as well. From my expirience, if he is initiating talking to you, kissing you, being with you, etc. he probably likes you. When i like someone i really try to flirt to the best of my ability to make myself stand out.
Whether it will work out or not, i dont know for sure. But, we always connected and we had been friends over 6 years, dated, then broke up due to him cheating on me. We were very good at making up after we fiought (which was rare anyway). I love him and he will always be special to me.
The thing that gets me is that you said he is seeing someone else. Us libras love our options to be open always. So either he doesnt want to fully commit to the other person, or he that relationship is not going well. If he is seeing someone else and also you, dont expect him to commit to you because he wont. At least not anytime soon.

I would like some inside about me and my libra co-worker. He's currently seeing someone and im 5 yrs older and single. We have this strong attraction towards each orher and after 6 months he's starting to feel comfortable around me. Yesterday he drove 1 1/2 to come to my birthday party. When he came it felt like no one else was there. We went to the rooftop and we finally "passionately" kissed during the rain and left the party. He initiated everything.
