Need some heeelp!!!

So.... I met this scorpio guy a few weeks ago and I really started liking him,I sent him a friend request on facebook and he accepted it and we started talking. Turns out he likes me too and he made that veeery clear haha 😄 He asked me on a date and I said yes. He is a bit older than me so after seeing him I told him that I don't know if I'm ready to be in a relationship with him and I'm really confused. He said we can be friends if I want to, and see what happens. He texted me everyday and he asked me a couple of times if I want to hang out with him. We arranged a day and time but he always had an excuse and he would text me like an hour before saying that he can't come. He did this a couple of times now and it really annoyed me to the point where I said it's over, I won't let anyone treat me like this and I'm not interested anymore. Instead of explaining why he would never show up even though he lives really close to where I live or why he'd never come over, he replied 'Are you really not interested anymore? I'm still interested." We didn't talk for a week and then he sent me a sad smiley. Why won't he explain it? Or come to my house to show that he wants to see me? I did not reply to him and he sent another text and another one asking if he gets a second chance. I don't get it!? Why won't he just explain it and apologize? And why did he always cancel our dates when apparently he was 'sooo' keen on seeing me? Was it some sort of game or is he just using me? He is so difficult to understand argghh xD
