I'm a little nervous she's forgotten about me or met someone else.... or maybe that she wasn't interested in the first place and she was just trying to fade me out by saying it wasn't the time.

Say happy birthday when it's her birthday and that you are leaving her be. If the time is right at some point for her and you also are not taken by that point..you'd love to give it a chance.
If she doesn't make a clear attempt at seeing you again, you have your answer.
