In your case I’d say your Cancer most likely retreated into his shell for one of two reasons.
1. He’s embarrassed
2. He’s upset.
Judging by how sweet he was from the way you described he’s probably more so embarrassed than he is upset, and he’s probably nervous about contacting you because he may think “Damn, what if she thinks I only wanted sex. Maybe I shouldn’t have come on her so fast. Shit. She hasn’t called. I must’ve blew it. I’ll leave her alone.”
I personally don’t see anything wrong with you reaching out to see how he’s doing. You could do it very casually like “Hey there, hope all is well. Sorry we haven’t had a chance to speak, but I miss your company. Hope to hear from you soon.” Then you could leave the ball in his court. There’s no rule that says men cant feel rejected or scared too. Hell he doesn’t know you any better than you know him. I’m just saying.

I don't like the laughing after every comment, it gives me the impression this guy's not very serious and he's treating you glibly. Don't like the implications of this.
I wouldn't contact him now unless he comes to you with a sincere proposal of a meeting. You tried, and that's all that matters right now.

I understand your irritation with the laughing after every comment, so I’d call him out on it next time he does it, like “Why you laugh?” and see what he says.
I did that to my Scorpio, I don’t know why I was doing it probably because I was nervous and I tend to act really dingy when I have a crush on someone, I’m silly to calm my nerves. He called me out on it one time like “What’s funny.” I was embarrassed when he asked and I stopped lol.
