You better believe that since you haven't met face2face and aren't official. I don't think he is playing you but he keeps his options open as u both aren't official.
My advice: keep him as an option but don't throw all your eggs in his basket. 1 1/2h distance is not thaaaat far, he could've met u by bus/train whatever, borrowing a friends car.. u know that if someone truly wants to see you they will.
I wouldn't write him off but I'd tell him to make a move if he wants to take things further otherwise you keep your dating options open - which is your right.

So in order for anything to come of this you guys need to meet. Maybe propose a half way point? If he doesn't make an effort to see you I'd say cut him off in the next few weeks.
After you meet IF the chemistry is good and IF you can see some longevity there then MAYBE bring up the dating profile ish.

Yesterday we were texting back and forth about tattoos and he said hes get my finger print on his arm if we ended up together and when I text back about body is serious, he called me right away telling me he'd do anything for the girl he loved.
When I'm going out he ask with who, make small jokes like, "you have a hot date or something?..
He was pretty upset/annoyed one time a few weeks ago when a guy friend of mine came over to use my gym. He actually told me if you end up being my girl, no guys are coming over to you place they can go find their own gym.
We talk and text everyday about sill shit and sexual stuff but trying to keep it classy of course.
So my question is this, is this all blowing smoke here... if he would just come see me I feel like I'd know for sure, uggghhh
