Were they Korean? That's when you want to be worried haha.
Some Pacific Island cultures do that shit too, but I've heard more about dogs than cats, tbh. My friend in Hawaii had to worry about her dog being out because they had neighbors who would help themselves to any dogs wandering around.
But yeah, otherwise, I'd hope it wasn't something to be taken seriously, re those guys you mentioned.
