I told him I have feelings but I'm not quite there, as in falling in love just yet. Behaving like this has me going in the opposite direction. I will not chase someone that shows no signs of interest, actions speak louder than words.
I think most of them don't do it on purpose, and the women think they do.
In my experience Pisces men are flakes. I have noticed that they can only have "one love" and until they truly move on from that person (even if the person is continents away), they can't really take anyone else serious. I also know that Pisces men will put up with a lot of crap from that one love that they have. Everyone else is disposable.

Pisces likes to play mind games, I deal with same situation dating a Pisces guy, they are liar, manipulator. He ignore my text then one day disappear without any contact only to reappear back like nothing happen. I ignore and stop all contacts with him which make him mad and when he saw me with one of guy friend, He start to blasting my inbox with messages. They just want nothing but attention don't give it to them, they just play games and when they get bored they will disappear

This is so true! I had a fling with a pisces sun, cancer moon man and he was completely closed off to anyone but his ex. From my experience I find that both pisces and cancers get fixated on one person, even if the relationship is dead and gone, and even if you're the better option.
There's no bigger turnoff IMO than someone who can't let go of a failed relationship. Nothing like feeling like a sloppy second.
Sometimes it's best to crush these types if they keep playing games. Just best him out and he'll come crawling back ... But at that point do you even want him anymore? Who wants someone that insecure?
