They just said they didn't want to date them because they where to short
Many years ago I went out with this guy and a few days later my best friend asked if I was going to see him again. I told her that no, he was not my knight in shining armor. She then said, can I have him. I said sure, why not ? Here's his number. They are still married.

Yes the dude keeps texting her and all of that and she thinks I should talk to him for whatever reason.

She's trying to dangle you in front of him like a shiny distraction instead of sacking up and telling him to fuck off.
Don't try to get at someone whose actively trying to date your friend. Not gonna end well.

She should tell him that. Technically she hasn't turned him down yet. Especially if she's texting him back.

Exactly he's even calling her babe and their not dating but those are some weird traits that I don't think I'd like which is why I keep telling her no, but she's so push about it over text and I can't tell if she's being aggressive or unserious about it.

So she's entertaining his advances, responding to his texts. She likes the attention she just doesn't like him.
Not sure why she's trying to make it your problem?
Next time she tells you to talk to him, tell her he isn't your type.
