To answer your question, it would depend. I would either think the girl urinating in public has had a hard life or perhaps grew up with less manners. I wouldn't question her character beyond that, though.
Self respect is not objective. It's what you make of it. The girls who are out there doing all these things you don't approve of - they likely don't care and are off being happy and having fun.

@rocky, considering the terms 'slut', 'whore', 'bitch', etc are very common slurs, I find it hard to believe that they wouldn't realize that some people don't like certain behaviors like OPs. That behavior may be 'wrong' in your eyes, but it's not to everyone. And it shouldn't be. It should be up to the individual to decide for themselves what is 'wrong' to them. Unless it's directly harming another person (like murder), that is.
