Which sounds like a good plotline for my manga?

Alright, I'm writing and drawing out a manga called Re-Source, it takes place in 2021 during a era to which many humans in the world have cybernetics embedded within their bodies and it brings on a new digital age during this time. In 1991-2005, humanity made a great accomplishment by creating the first artificial island nation called- The Kingdom of New Atlantis, established as a Kingdom March 1st, 2006. It is a 60 mile wide hexagon with 6 30 mile octagon struts connected to it as housing development and living spaces.There are approximately 60 million people living with the main strut and 20 million living in housing development struts as well as living spaces. The capital of the nation is Poseidon. The story takes place from the perspective of NYCPD detective, Thomas Null. Though it isn't his real name. He apparently lost his memory to a terrorist attack on the police precinct he was in and was heavily injured to the point where he had to undergo cyberlization of his body to survive. He was on the case of looking for a missing Biological weapon that was used by Unit 731 by the Japanese during WWII. It is simply known as "Sanguis Chimera". The weapon was held by the Department of General Resource Develpoment for the past 76 years. As he gets closer to the truth as to where the weapon went and who stole it. He is contacted by a underground domestic terrorist organization known as the "Brotherhood of the Fathers". Which the leader claims he knows who he really is and everything about who he thinks he is, is a lie. In this case, the "leader somewhat blackmails him into wanting to know who he really is. He makes him do favors such as steal weapon shipments, government data, information, and political assassination on a local scale for the protagonist to know who he really is. He is caught in a battle of self interest as well as a conflict between him and the Brotherhood of the Fathers. His battle of self interest is "Is it right for him to go down the rabbit hole to know who he really is, but at the cost of harming others. Or it it right for him to go on living a lie never knowing who he really is, but without anyone having to be harmed in the process".

I want a reason for the high levels of technology in the story, it will follow traditional events that have happened in the past as well as some of my own made events. But what do you think it should be? Here is a list:

1. The August coup of 1991 in Russia succeeded and the USSR stayed in the power well

(cont)into the 21st century, though Perestroika reforms have happened which has led to Russia being more like a Modern day China. The continuation of the Cold War well into the 21st century has led to heavy technological and military advancement, such as the SDI intiative becoming a reality (though developed in secret), not to say Russia hasn't built their own in secrecy as well.

2. A nuclear war happens in 1983 in Europe, as well as the Eastern and Widwestern U.S, and the U.S.S.R. Humanity goes through a violent stage of revival for over 38 years trying to rebuild from the WWIII scenario in 1983. So, whatever happened in todays time, still happened in this timeline as well as the other one. Because of the radiation and the ash clouds that block out the Eastern seaboard, the Midwest, Eastern Europe, and Central Europe. Humanity develops technology on a large scale to combat radiation illness's and cancer. So, it leads to many of people in the world being augmented with cybernetics to combat the radiation, though there are the unlucky who couldn't be augmented with cybernetics who now suffer. The radiation clouds block the sunlight 8 months out of the year, the only months when sunlight is available is through the months of June through October. After that the rest of the year is dark with no sunlight. Which heavily affects agriculture and life.

3 Or the story can follow the same timeline of events that has been going on for our history with my own added elements, in other words our timeline. The cybernetics advancement would be implemented through it's own timeline from 1995-2021.

So, tell which plotline do you like better and why? As well tell me how the story is and if I need to change anything or some elements. I don't know why I would post this here. But tell me what you think. Sorry I meant to post this in writing, but I accidentally posted in astrology.

You should have the police strapped with super high tech laser guns that intercept bullets and explodes because of the collison. And I want some money if you put this in the manga. HALF!

Na, I'm trying to stay realistic to physics here. Though I could use a system in the book that plots a bullets path and trajectory, making it much easier to avoid bullets.
