What Placements Make Someone Plutonian
A person is considered Plutonian if they have significant aspects with Pluto, such as Sun conjunct or square Pluto. These aspects indicate a deep connection to transformation, intensity, and power. Other strong Pluto contacts include Venus or Mars aspects, which can also influence Plutonian traits.
You are on page out of 2 | Reverse Order
That term is used for people who have Pluto as their dominant planet or their chart ruler.
For instance, as a Scorpio Rising, I have Pluto in my first house of self (in addition to other Pluto natal aspects), thus making me Plutonian.
Conversely, A Sagittarius Rising would most likely have Jupiter in their first house of self, thus making them Jupiterian.

I'd like to know this as well as Pullen says my dominant sign is Scorpio at 19.7% and Pluto is my second dominant planet at 13.7% . Mars and Venus in 8th house as well.Confusing really as my chart is mostly earthy.

Scorpio is her dominant sign though. Dominant element is Water and Fixed.
I do consider her a Plutonian though. Super heavy Pluto.

Other aspects can make someone Plutonian. Not just the rising signTrue. But you only listed 2 natal aspects. And what's worse is that you neglected to provide us with a full natal chart to examine those other natal aspects.
