That term is used for people who have Pluto as their dominant planet or their chart ruler.
For instance, as a Scorpio Rising, I have Pluto in my first house of self (in addition to other Pluto natal aspects), thus making me Plutonian.
Conversely, A Sagittarius Rising would most likely have Jupiter in their first house of self, thus making them Jupiterian.

They can be scarily accurate if you're feeling really emotional or something. They ALWAYS pick up on my emotions.
If you decide to try them, the one thing I would say is that DON'T cross your legs or your hands during the process. You can once the cards have been dealt but not during. My aunt told me that when I was like 6 years old... Apparently if you cross your legs or hands it breaks up the connection. By the way, the reading was meant for my mom but somehow those stupid cards picked up on MY energy and she was literally explaining my biggest, most horrid secret through the cards. It had lasting effects on my finances, too. We had a house together and new cars in both of our names. I had a foreclosure on the home and eventually had to file a bankruptcy.
