Let me reword it for you:

"I want to commit to a serious and loving relationship. Juuuuust not sure it's with you yet."

The wording is not very affirming imo. He doesn't specify how he wants you in his future (could be just friends) and the "cool and kind" is also a very bleh. I would use that language if I'd let someone know I'm not interested, so the last sentence makes it weird/annoying to me. Especially the fact that he gives it into the hands of a higher power. He's taking no responsibility it accountability whatsoever!

If you want to wait it out, that's absolutely up to you, but I'd still go out with other people in the meantime. Ignore him, be courteous but clipped, do your thing. (Cancerians hate being ignored.)
