As a pisces, how do I win over a Libra man??

I heard this two are difficult match but I reaaally into this guy. It's pretty long story but it's weird yet amusing lol.

We first met each in elementary school, classmates for ages so we're pretty close friends. Then he moved overseas for a year then moved back here in junior high and somehow we're classmates again then he moved away again for one and half year and moved back in here during senior year and oddly enough we're classmate again.

In high school, we got really close people actually thought we're dating but I thought of him as my best friend then so it went nowhere.

We graduated high school and he moved overseas (Singapore) forever this time. We still talked to each other for first couple months (this time I kinda finally realized I like him a lot and wannabe with him) but he started ignored me because of some trouble our friends caused and it's neither me or his fault but this one's pretty big so we couldn't do anything about it.

Anyway, that was in 2011. Fast forward to mid 2015, I met him in airport when I was going to singapore. Turned out we're on the same flight! He originally seated at the very front but he moved to the middle and exchanged his seat with someone next to me. We didn't talk much just catching up a bit.

Since that meeting, although he hasn't actually chat me or anything, he started to liked many of my Facebook posts and so I did the same. Early of 2016 though, I found out I got in to this university in Singapore, out of countries I applied. Must be fate lol. But seriously, everything was all came as coincidence with me and him.

I'm leaving in July btw.

I haven't told him yet. I mean I really want him to know just so maybe we can reconnected a bit. How do I let him know without weirded him out though? Also, what can I really do to actually have a relationship with him?? I don't mind taking things slow so long it's going THERE.

Any thoughts? Help this helpless pisces.

this sentence stood out for me. i would reconsider your position.

you go slow to find out if something has the potential to be a relationship. you can't start off with certainty. it doesn't work that way and if you are expecting certainty from a libra from the off you are going to run into trouble very quickly.
