idk this one chick she just gets bored and turns her chair around and just stares, idk if she wants me to talk to her, just this vibe of... let me sit her and stare at you till i get what i want. but idk what they want and if i did I don't think I want to give it to them.
But I go back and think... and its usually older Libra women, who feel this maternal or big sister feelings towards me. which i don't even reciprocate, which probably creates more neediness.
Maybe you're just really captivating? I don't stare at people unless I find something about them that's really interesting. I get how that could be annoying but you shouldn't feel insecure.

Scorpio is known for their stares not Libra in fact in the 10 years that I have worked as am astrologer and a tarot card reader I have never heard of anyone complaining that an air sign is staring at them. Since Venus can only be 48 degrees from the sun, A libra can have a Venus in SCorpio. Perhaps that's what you are picking up on, otherwise you are coming across as a little crazy, or a little "off'.
