There's many people in need who actually have to ask for help...not all of them are really in problem but I prefer to help if I can. There's many people here who can approach you on street asking for money or like you said to buy them some food. Those asking for food seem more genuine and often get it from people.
I wouldn't be able to walk away with a lie if someone asked me to buy them food, my conscience would hunt me for not helping them...

I saw a woman sitting on a bench selling the Big Issue.....it was freezing...she had sold one copy. I bought one and then my ex did
I got chatting to her, from a foreign country, mother died, trying to support her brothers. I believed her...she was 18...younger than our lad. I knew she wasn't lying
We went back and gave her 20 quid..she hugged me and made me cry....poor girl
20 quid.....so what.....?
We all need help at times....whether it's money, emotional etc...

I'm not sure when did people become so distant and with 0 empathy for others...I've seen people here like the girl from your story many times here and if I can I will help! If they're scamming it's on their soul, if I don't help them and they are in need it's on my soul. I'd rather let myself be scammed than walk away from someone in need if I could help them. My bf and I ran onto many people like this over the years and tried to do something. One old lady stayed in my memory the most, she was standing in front of a big shopping center at incredibly cold weather asking for food only. She never asked anyone for money for anything. We went in, bought some groceries additional to what we needed and gave them to her. I can't describe how grateful she looked for that and it wasn't anything of a big deal really but at least she can make some meals from it...

People no longer care about others. I remember when my then husband was deployed to Afghanistan. I was 9 months pregnant, in a grocery store parking lot during a snowstorm.... My car battery died... NOT ONE PERSON WOULD HELP ME just jump start my car. I got that it was snowing hard.... but never in my life would I have not helped.

In my city, it is illegal to give money to panhandlers. first offense carries a $ 50 fine, a second offense $ 100 and a third offense, $ 300.
My city did an investigation on panhandling and the impacts and they had concluded that giving people on the street money, only enabled their dangerous and unhealthy life style , and that the people, who give money to panhandlers, may think they are helping a person in need, but the investigation showed that the money usually went towards buying alcohol / drugs.
The investigation also showed that, instead of giving to panhandlers, it is more helpful to donate time or money directly to social service agencies that provide food, clothing, shelter and other living necessities.
Our city’s Coalition on Homelessness, and other community groups offered public education on this matter.
But, regarding your question:
There is a child involved so if they sought out assistance they would be given expedited services for the family and an agency can offer more help and resources than I can. I almost feel like if I buy them food that they would not make an effort to reach out to these agencies to get them a more long term and stable solution.
However, I am a sucker. I have in the past bought people groceries who got their card declined at the grocery store or when they realized they didn’t have any or enough money to buy food. So in your situation I would have bought them food. After the fact, I usually realize that I should have directed them to a better solution.
If you don’t have the money to help people, you can always volunteer at an agency. I’ve been volunteering for agencies every year for the last 9.5years.

I was in Chinatown when a Chinese lady came up to me and asked if I could buy her soup. There were only restaurants around (where each dish costs on average about $ 15 Canadian). I told her I couldn't, but I gave her $ 5 (which you could buy soup at a certain coffee place here in Canada) and apparently she thought I was stingy for not giving more. She said something like "Chinese people should help each other out" after I gave the $ 5.

I go out every other weekend with a cannabis group and give out food, clothing, toiletries, and doobies to our local homeless. I will give them food more often but I will also give a buck more often than not. Luckily our mayor is trying to do something to help our local homeless but for now, I can't stand the thought of anyone going on hungry. For my SO, his mom used to beat him and his little brother when she had no dinner to give them so she didn't have to tell them there was no dinner when she sent them to bed.... he was 9 but his brother was only 4. This is why he gives. We have had to steal food at our very lowest and I think about that everyday and how thankful I am to be where I am now. I don't like suffering. Sure some people choose their fates but compassion should not be lost due to a few bad eggs. You may not reach all 10 people you help but you could help 1 of those who goes on to help 1 more who maybe goes out and helps many! It's setting an example and taking responsibility for the community and society.
