Would a Pisces Moon appreciate or be receptive to a guy who wore his heart on his sleeve?

I assume you two are acquaintances, colleagues or just part of a group. If this is the case, it doesn't mean you know her....only at a very superficial level. Confessing feelings for someone you barely know is flattering, but not really appreciated. Most likely she does not reciprocate your feelings at this stage, but feels pressurized to respond...so you are heading for a rejection!

Why don't just start with asking her on a date? During the date, you could complement her once or twice. Confessioning your feelings should come later on, after months of dating!

I personally reject anyone coming on too strong or too quick. I need time to make up my mind if I really want to date someone, and putting pressure on me would drive me away.

She's known I like her for about a month now and has even said to others why I haven't spoken to her yet about it.

I also think you misunderstood. I'm not telling this girl I love her or anything. Just telling her that I liked her and asking her out lol

That's exactly what I recommended. Except there is no need to tell her you like her before asking her out. It's obvious.
