That's a really good question, Caridad. When I was married to my first husband, if you looked up the word, "cheater" in the dictionary, you would see his picture. After I left him, he got re-married and his new wife complains of the same thing.
I dated a Libra once, very nice man, but he also didn't know how to be loyal. No matter how many times he promised, he'd do it again, and again, and again.
However, I've cheated on people before. Don't like to admit my errors, but that's part of being an adult. I have cheated - not on someone I was married to, but on someone I was dating. And, I've never cheated on my spouse. So, maybe it depends on how deeply you feel for someone and whether you think they are returning that loyalty.

I suppose they could change if they really wanted to, but from personal experience it seems to be a slim possibility.

It's possibly but they would have to be completely ready for it.
