My Virgo brother has Pisces Moon. We don’t talk much. If we do, it’s me reaching out because he does not take initiative at all. He’s a bit too shy and sensitive and I’m loud and opinionated. He never seems to be “all there”. He can be a bit helpless; poor memory, not good with expressing feelings or standing up for himself, he’s more in the background.
I have no fondness of Virgo or Pisces in anything so it’s unfortunate my brother has Sun & Moon in those signs.

I only care about the Sun sign and the ascendant, this moon thingie only came to my knowledge (I like this word) recently, as in few years ago when an ex (Aries, with Cancer moon) asked another Aries to read my chart and they told me I have this 'gift' to try and listen to people and their problems.
When people say they're creative and sensitive due to Moon in Pisces I say fucc that, it's Aquarius that makes me creative and want to save the world one stray dog or cat at a time. Also about sensitivity - Aquarius is sensitive, even though he doesn't show it. But yeah, sure, Pisces moon must be a thing, I dunno. I also have Pisces in Mercury and Venus. I agree with you. I’ve seen those same traits in Aquarius. So you may be on to something. My bf is Aries sun. Maybe that’s the more dominant side. They are very different signs. Maybe sun is more dominant over moon every time?
