Ugh it's not! Not for this girl anyway. If a guy got overly clingy with me I was out. Done.
Im the one in my relationship that had to tell my Aries to back off a little. I don't do clingy.

I think it's down to individuals. My GF (Taurus) wouldn't tolerate any clinginess on a man's part, however I don't mind a woman being a bit clingy as it makes me feel wanted, which I like. That said, I am being pursued by an Aries woman who has practically mapped out mine and hers entire life together (despite the fact that I'm with someone and have no intention of even looking at anyone else), and I'm finding it decidedly unnerving, especially when she starts telling me she feels like crying because we're not together!

Not all of us Aries are that nutty...that's pretty crazy.

A little bit can be flattering, but when they just don't get the point it becomes annoying. I don't think it's o.k. for either sex to go too far with it. It's a sign of desparation and that's completely unflattering.

who said it's ok or not ok for a man or a woman?

I don't think clinginess is something that either sex is jumping up and overjoyed about. Personally, I'm not clingy, so I don't prefer a clingy guy; however, there may be some people that like a little clingy. I think clingy is like a good perfume...a little bit goes a LONG way...
