Consent wasn't asked. She just went for it, probably on account that they've worked together for years and bc of that she figured the colleague would just shrug it off which she did. Now if a straight guy took the same liberties under similar circumstances we're talking whole different ballgame. I'd say there is a difference, a bit if a double standard but not necessarily hypocritical.
First off, consent is the golden rule regardless of gender or sexual orientation. If the two are really close this might not apply. But besides that yeah people should ask if it's ok before touching.
However there is a difference being a woman groped by another woman and a woman groped by a man. Normally it has to do with safety. If you don't want random people touching you you'll be uncomfortable but men will tend to come off as more threatening. Which is understandable since a lot of times men who are gropey w/o consent will push that into something more violent.
Has your girlfriend ever just said hey don't touch me without asking first? Maybe this woman doesn't understand boundaries.
