I think its possible that an Aquarius is 'clingy' especially if he has a lot of fire placements/planets in his chart he will be the initiator and chaser.

Nothing wrong with being charismatic, at the very least it's entertaining lol
It's just when it comes to serious things, there is more emphasis on intent and actions then the words themselves. You know for some people they have to learn when to switch it off and on to take a serious tone.

I can see he’s one of those people that likes quality time yet has to understand my schedule and to actually say come here let’s do this and not say it and not just assume I know. That happened last night and I got a text this morning asking what happened.

Actually that could work out with quality time people. I am one myself. A good amount of quality time people aren't clingy beyond the "quality time session" itself. Most of us are low maintaince relationship wise. It really is about "quality" of the time rather then " quantity".
