@ALibra, the things he mentioned he needed to do sounds like preparing to get married which doesn't make sense. First of all, he's 21 and extremely young to even be considering that but if he was, he would be all over you demanding exclusivity and a relationship much earlier. The point is, he doesn't have to get his shit in order to tell you he loves you or wants you to be exclusive. That is a emotional commitment and not about getting his legal affairs in order.
As far as the other girl, well, that's just a bit of info on his modus operandi but not really relevant since he's been with you. Just know that you are both so young so marriage is way into the future and the only thing to gain now is an exclusive relationship of which you should have had before getting sexually involved. Right now you're in limbo and it's fine if you're ok having sex with a guy who isn't committed to you but are you? Work that out in your own mind and decide what you want.
