Speaking as a Gemini, I have gone through many phases and changed significantly over the years.. I had battled with drugs in the past, nothing too overboard, not even comparable to the situation you are talking about, but I pulled myself out of it and never looked back. Change is possible (if she is already in her mid 20's though, don't count on it, if young and immature, there is still some hope) But regardless of that.. she does not sound worth all the drama.. drug problems or not she also is surrounding herself in unnecessary drama and playing the back and forth game with ex's.. unless your brother wants to spend the rest of his life wondering if she is being faithful or out being self destructive and play her childish games then he is best to leave her in his dust and find someone more stable.

I don't see a problem here. Except that she needs to straighten things out with her dad. Besides that, this looks like normal behavior for a 20 year old.
She has other good qualities that you mentioned. Focus on those in other to remind her of her strength. If you treat people the way they are you only make them worse but if you treat them how they should be treated you make them better.
I agree with what kissmygrits said. The girl is not a bad person (not implying that you said that, btw), but she's obviously not in a good place right now, and therefore not the kind of company your brother should be keeping. I think it'll be okay if he reaches out from time to time, to see how she's doing since he cares a lot about her. But, it's best to keep a good distance until she sorts herself out. She sounds like a nice girl with lots of great potential, it's sad that she's going through this phase right now. Hopefully the end of it is near 🙂
