Return of the Virgo ??♀️
None of this sounds healthy.
Backdrop:
•Left me on delivered July 7th - what does this mean?
•Takes long to reply - that's not uncommon
•I paid him to talk to me once - Elaborate
•I don't like him - Then why not block him and move on?
He probably reappeared because he's short on cash. They do what you allow.
I literally told him at one point that'd I'd give him money if it would help him respond faster so I did and he never texted me back after he came and got it.

No I texted him and said what would make you text me back and I named a bunch of things and he was like money would be nice and then we went back and forth for a little while then I gave the money to his sister whom was my boss at the time and he texted me and asked if I remembered him yesterday and I haven't responded yet! At the time it didn't seem bad but afterwards I felt stupid

Don't respond to him. You shouldn't have to pay someone to talk to you and anyone who puts you in that position isn't worth your time.
Oh Lordy I don't think this is a virgo thing! In fact I'm shocked he came back!
So imagine there's a guy he's ok but that's it just ok. He starts messaging you and you're busy and got other guys you are interested in. So you don't text to all his messages cos he's not a priority. Then he starts practically begging you to text him! He starts asking what he has to do to make you reply, you joke "pay me" next thing you know you're getting money from a relative he's passed to them!
For a girl this shit is scary and creepy and TBH he probably felt the same as a girl this happened to would!
I'd ignore him and leave with some dignity sending cranky messages is just gunna make you look totally nuts

Not kidding, I had a Virgo friend that was always flirting and I told him there were plenty of girls he could do that with and to think of me as that friend he could come to when he needed someone. After that he only called me to borrower things or ask for favors. Very literal, it was odd and got old fast. Be careful what you ask for.

I'd say you're giving him some kind of hopes which you're not since he even doesn't write that much to you, lol

He just texted me out of nowhere I didn't even have his Number so I wasn't giving him hope of any kind he was just like he forgets to respond whenever we talked back then but I'm pissed and wanted to know if I should express that or not...

As a rule of thumb never mix money with your relationships. Don't loan money, pay for FaceTime etc.
