And he said he had everything booked already then all of a sudden he can't come. It's just a bit weird to me because I feel like businesses wouldn't suddenly cancel your trip. My Leo can be very direct when he knows I will agree or say yes. If he has asked me before and I’ve said no (for any reason) he won’t just come out and ask. Business trips get canceled now and then. However it's also possible that he'll be in your city, but won't be able to see you. It happens, so don't let it bother you too much. On the other hand since he hasn't actually met you, he may not want the added pressure of meeting up for the first time on Valentine's Day. In his mind, that could send the wrong signals if he wants to keep things casual.
Also know that for Leos a situation isn't a priority to us until we've met the other person in the flesh. I'm pretty sure this is why so many people get confused when they first meet Leos online. We Leos are great flirts, but in order for a serious bond to form, there needs to be a face-to-face connection first. Since the Leo doesn't really know you, he's not prioritizing seeing you over his other plans. That's not to say that he isn't interested though, but he isn't be fully invested yet.

and either
- have absolutely no regard for the time spent to plan a date event scheduled

The thing is I do tell them. Once I've made the decision I don't want to be around someone it's obvious and final. The issue is months later when they hit me up acting nice and like i still matter to them blinds me from my previous decisions. Majority of the time I'm single, so I don't have my life focused into someone else. It makes a sucker for that quick ego fill. Then I don't feel like going through the exact same shit again so I blow them off, stop talking, give reasons why it won't work, and let them move on on their own without me forcing them.
I don't like forcing people away from me, but some of the people I let into my life had more issues then I do. So till I meet someone I can stand it's much easier being solo.

I must have misread your post a bit. I'll admit I was a bit drunk last night lol.
There could be a few reasons. He could be testing you like some people mentioned. He could also be tossing feelings around in his head, and being indecisive about which one to chose. His mind could be like "Do I want a relationship, or do I not want one? Maybe I should set a clear path to her just in case I chose I do." But then for some random reason that came to his mind on the fly he decided that he didn't. He also could just be messing with you. Views you as a quick ego fill and nothing more. To the point he still feels full of himself even when keeping you at a distance. Those are the worst type of Leo men. Lastly maybe something came up in his life which changed his path. He may have felt bad telling you he couldn't make it, or maybe he got caught up in other things and forgot. This is just me trying to spare the guy as much as little as possible, but in the end there is no excuse. He should have told you the truth rather then keep you waiting.

This Leo guy I've been talking to on and off is finally coming into town. But wasn't directly asking me to hang out. He was more hinting and being passive aggressive about it. Saying "I'm gonna be there for a while. I have to work one day but the other days I'm free. Im gonna be a loner when I'm there". I thought Leo's are more direct? Does he just not really wanna hang out? Is he trying to see if I wanna hang out? Lol
